The Vancouver Police is pleased to announce the promotion of Inspector Michelle Davey and Inspector Steve Rai to the rank of Superintendent.

Inspector Michelle Davey

Inspector Michelle Davey joined the Vancouver Police Department in 1996 after graduating from the University of British Columbia with a bachelor’s degree in human kinetics.  She worked in Districts 1, 2 and 3, and completed a tour in Strike Force.  She was also a crisis negotiator for six years.

She then expanded her policing skills as an investigator in the Sex Crimes Unit.  She was promoted to Sergeant in 2008 and was assigned to Patrol followed by an assignment in Planning, Research and Audit, where she was involved in the Graveley facility renovation.  She was promoted to Staff Sergeant in December 2010 and Inspector in May 2011.

Inspector Davey is the recipient of both the Award of Valour and the Award of Meritorious Service from the Lieutenant Governor General of BC, two Chief Constable’s Commendations, one Chief Constable’s Unit Citation, one Deputy Chief Constable’s Unit Citation and three Inspector’s Commendations.

Inspector Davey is currently assigned to District 2, and was previously in the position of Facilities Manager.

Inspector Steve Rai

Inspector Steve Rai has been a member of the Vancouver Police Department since 1990. Steve spent the first ten years of his career as a patrol constable in District 3. He also worked Patrol in District 1 and as a Neighbourhood Police Officer at the Davie Street CPC.  He then returned to South Command as a District 3 Sergeant.  Steve has completed assignments in the Recruiting Unit, initially as an investigator and then as the Sergeant in-charge.  Steve concurrently, while in patrol, was a member of the Crisis Intervention Stress Management Team, Forensic Interview Team, and was a ten-year Crisis Negotiator Team member.

Steve was promoted to Inspector in 2007. As an Inspector, he completed assignments as the Executive Officer to the Chief Constable, Duty Officer, Training and Recruiting, Human Resources, and is currently in his third year as the Inspector commanding District 3. Steve is part of the leadership team with the Public Order Group, previously as a Silver Commander and currently as the Inspector overseeing the Public Safety Unit (PSU). He was the North PSU Commander for the Stanley Cup Riot, and worked as a Silver Commander for the duration of the 2010 Winter Olympics.

Steve has a long history of community-stakeholder engagement and has been formally recognized by the community on a number of occasions.  Steve is the recipient of four Chief Constable’s Unit Citations and one Chief Constable’s Commendation for “courage and professionalism.”

Prior to beginning his policing career, Steve completed his bachelor of arts (Asian Studies) from the University of British Columbia.  He continued his education, while being a member of the VPD, by completing his master of arts (Criminal Justice) from the University of the Fraser Valley.  Steve was born in Punjab, India and raised in Vancouver.
